Infrastructure Construction Information 

This information is provided for the convenience of everyone, but please check with the appropriate staff to make certain that the information is applicable to your situation and is up to date. Resubmittals with significant changes or multiple plan reviews are subjected to additional plan review fees. Multiple plan review is defined at the third review for a project. DRC third review is charged 25% of the original plan review fee. This fee shall be paid in full before comments are released. If you are charged a re-review fee an invoice will be emailed to the applicant.   

Reference the Plan Intake Checklist for all Final Plan Review submittals for the Planning Commission and all Development Review Committee (DRC) submittals as it applies to your scope of work.  Civil and architectural plans are required to be signed and sealed by a Kansas licensed architect or engineer.  

  • Resubmittal requirements for a Planning Commission project require 1 complete set on a CD with revisions bubbled and called out. Include a detailed transmittal letter specifying how staff comments were addressed.  
  • Please review the Electronic Development Review (EDR) process for a DRC permit submittal. Revisions shall be bubbled and called out. Include a detailed transmittal letter specifying how staff comments were addressed.  
  • All plan submittals are routed through the DRC Coordinator at 4953 State Avenue, Kansas City, Kansas 66102.  

***NEW*** UG STORMWATER TREATMENT ORDINANCE  In accordance with the August 2009, second edition of the MARC (Manual of Best Management Practices for Stormwater Quality).    

Projects with “HOTSPOTS”   - MARC Appendix B  

Projects which contain the following site uses are considered “Hotspots” and are subject to the requirements of the UG Stormwater Treatment Ordinance covered by the “Manual of Best Management Practices for Stormwater Quality”. Pollution controls required for these types of projects apply to all new development and redevelopment projects.  (Projects which have cumulative improvements, only those areas of a structure being disturbed under the permit should undergo the structural changes identified in the pollution controls.)     

  • Fuel Dispensing Facilities        
  • Above Ground Storage of Liquid Materials         
  • Solid Waste Storage Areas, Containers, and Trash Compactors         
  • Exterior Storage of Bulk Materials         
  • Material Transfer Areas and Loading Docks         
  • Equipment and Vehicle Washing Facilities         
  • Covered Vehicle Parking Areas         
  • High-Use Vehicle and Equipment Traffic Areas, Parking and Vehicle Storage

The following information highlights several points/issues that are important to the ease and efficiency of the engineering review process.  

The UG adopted the attached stormwater quality ordinance last May.  Plans must conform to the August 2009 second edition of the MARC Manual of Best Management Practices for Stormwater Quality.   

Generally, detention is required for most sites.  Please refer to pages 10 and 11 of the Storm Drainage Design Criteria for Private Developments for detention requirements.  The detention exemption criteria are outlined on page 11 of this document, and the qualifications for minor developments are defined on page 1.  Please refer to the attached checklist for underground detention requirements if applicable to your site.  For large sites and/or sites with known downstream flooding problems, the Deputy County Engineer may require special detention criteria for that particular project.  A pre-application meeting is required in these instances. 

In regards to the UG’s storm sewer standards and requirements for the design method and storm frequency:  

  1. For small storm sewer systems (less than or equal to 25 acres for single family or 20 acres for multifamily or commercial developments), please refer to attached “Table 2” for the storm sewer design validation chart in accordance with the UG’s Storm Drainage Checklist standards and requirements.  Also for your use and reference, a spreadsheet version of this chart (“Table 2”) is available. 

  2. For large storm sewer systems (greater than 25 acres for single family or 20 acres for multifamily or commercial developments), the 100-year energy grade line shall not exceed the ground surface at any node in accordance with the UG’s Storm Drainage Checklist standards and requirements (refer to item number 40 on pages 3 and 4 of the attached checklist).  Use HEC No. 22 (Urban Drainage Design Manual) for the EGL computational procedure (or a more conservative method).   

  3. In accordance with page 5 of the UG’s Storm Drainage Design Criteria for Private Developments, “The rational method shall be used for all basins or sub-basins of 60 acres or less and may be used for basins not greater than 400 acres.” 

  4. In accordance with page 4 of the UG’s Storm Drainage Design Criteria for Private Developments, runoff coefficients shall be based on zoning of the land and shall conform to the table on  page 5. 

  5. In accordance with page 5 of the UG’s Storm Drainage Design Criteria for Private Developments, the 100-year rainfall intensity in inches/hour for durations up to 40 minutes is given by the equation: 

i100 = (101.33)*(Tc-0.39)     

  1. The UG’s flood protection requirements are set forth on page 1 of the Storm Drainage Design Criteria for Private Developments.  Please note that 1.5 feet of freeboard is required between the 100-year flood hydraulic grade line and the lowest elevation at which water may enter the building where flood water is on a paved surface.  One foot of freeboard is required otherwise if flood water is not on a paved surface.  The plans and/or drainage report must confirm that downstream structures are not exposed to increased flooding.   

In general, if standards or requirements conflict or are redundant, the more stringent one governs.     

Please note the requirements of the intake review checklist.  Plans will not receive a full review until these requirements have been met. 

In general, erosion control is required for all new development. Reference the erosion control guidelines at the top of this page.  

Sanitary sewer plans (if applicable to your project) must be in a separate set from the storm drainage plans, and each set must include erosion control drawings.  (Street and storm drainage plans may be combined in one set.)  A signature block for the County Engineer, William J. Heatherman, is only required if public infrastructure is proposed in the plans.   

The plat must be included in the plan set and listed in the index of sheets on the cover sheet.   

A general layout plan is required in each plan set; and it must show the street, storm, and sanitary sewer layouts with node numbers and street names labeled and any other existing or proposed utilities.  The existing storm and sanitary sewer UG node numbers should also be labeled.  The plans must clearly identify the limits of construction (which must encompass grading and all other temporary and permanent construction), property lines, and easements (existing and proposed); and each should be labeled clearly on the plans and/or the corresponding line types included in a legend.   

For construction period offsite work (such as clearing and erosion control), notarized rights of entry are required.  For offsite work that remains after the construction is completed (such as proposed grading, paving, and/or retaining walls) recorded easements are required. 

Drainage area map(s) are required and must be at an appropriate, standard engineering scale on full-size sheet(s).  The drainage area map(s) may be included with the plan set or submitted under separate cover as exhibits in a storm water drainage study/report.  The drainage area map(s) must include sufficient topographic information (existing and proposed contours) to verify the areas to each inlet or design node, including any upstream, offsite area (except upstream limits of a stream that flows through the site need not be shown).  Also, a continuous system (i.e., engineered conveyance) from an existing receiving stream, storm sewer, or improved channel to the most upstream inlets is required and must be shown in the plans and/or report exhibits. 

A copy of the applicable storm sewer and sanitary sewer quarter section maps may be obtained from the UG’s Sewer Maintenance Department as well as any as-built drawings that the UG may have received to date for this area.  Their phone number is 913-573-5535.  These maps are for reference only and do not reflect the latest information.  All information must be field verified.   

Memorandum from the Director of Public Works, Bob Roddy, which describes the UG’s latest policy on the use of HDPE pipe for storm sewer applications is available under Design Guidelines, Checklist, and Criteria.   

Please note that for any storm or sanitary sewer plans submitted to the UG, horizontal control shall be tied to NAD83, the Kansas State Plane Coordinate System;.   

The UG requires a general note on the cover sheet of the plans that refers the contractor to the latest edition of the UG’s Technical Provisions and Standard Drawings.  The exact wording of this note is, “All work in public easements and right of way and all erosion control work must comply with the latest edition of the Technical Provisions & Standard Drawings for Roads and Sewers of the Unified Government of Wyandotte County and Kansas City, Kansas.  If any general notes conflict with the standards of the Unified Government of Wyandotte County and Kansas City, Kansas (the UG), the UG's standards shall override.”  Please refer to the below link for the UG’s Technical Provisions and Standard Drawings.  This link is for reference only; the UG’s standard details should not be included in the plans prepared by the engineer. 

The UG also requires a general note on the cover sheet that describes the engineer’s efforts to determine the existing utilities, the sources of information, and which utility locates were surveyed.
