Programming Policies and Restrictions

Programming produced for and aired on UGTV will feature information, issues, projects, services and activities regarding the Unified Government and its departments, including the Board of Public Utilities.

Information, issues, projects, services and activities regarding certain Unified Government community and government organization partners may also be shown on UGTV. Eligible participants in UGTV include groups and organizations: receiving tax funding; under contract to perform or provide a program or service under Unified Government authority; endorsed and supported by Unified Government Commission policy; other levels of government and their related departments and agencies.

 Such groups include, but are not limited to:

  • Federal Government Agencies and Issues
  • State Government Agencies and Issues
  • National League of Cities
  • National Association of Counties
  • International City/County Managers Association
  • League of Kansas Municipalities
  • Kansas Association of Counties
  • Kansas Association of Local Health Departments
  • Professional associations affiliated with the Unified Government
  • Kansas City Kansas Chamber of Commerce
  • Wyandotte County Convention and Visitors Bureau
  • Wyandotte Development, Inc.
    • Greater Kansas City Chamber of Commerce
    • Kansas City Area Development Council
    • Mid-America Regional Council
    • Greater Kansas City LISC
    • Liveable Neighborhoods
    • Community Housing of Wyandotte County
    • City-Vision Ministries

    Programming must meet all FCC Regulations, and applicable Federal, State and Local laws. Information or advertising concerning illegal lottery is prohibited.

    Material which constitutes libel, slander, pornography or obscene and indecent content is prohibited.

    Programming which advocates particular religious beliefs or partisan political beliefs is prohibited.

    Any program containing advertisements or advocacy on behalf of a political candidate is prohibited. UGTV may not be used to influence the election of any candidate to federal, state or local office. Advocacy of political issues by groups and organizations is prohibited, except for issues adopted by the Unified Government as part of a Federal Legislative Agenda, State Legislative Program or other position adopted by action of the Unified Government Board of Commissioners.

    /uploadedImages/UGTV/GOP_DEM.jpgUGTV will not show candidates running for office nor show elected officials who are running for reelection during the election season, except to simply identify them as a current elected official, or to show them attending and performing official duties during a regularly scheduled Unified Government Commission meeting or performing official duties at a bona fide Unified Government event or legitimate news event. Election season is defined as the period sixty (60) days prior to the election date.

    Programming on UGTV must be noncommercial. Underwritten programs may be shown if approved by the County Administrator’s Office.

    Underwriting of Programs
    For-profit and not-for-profit entities are allowed to underwrite the production and/or broadcast of acceptable programming on UGTV under the following criteria:

    Announcements of underwriting support may include: a trade name or brand name; location and phone number; logos or slogans that are not of a promotional nature; value-neutral descriptions of a product line or service that aid in identifying the contributor; names or service listings that do not include qualitative or comparative language.

    UGTV is not allowed to promote the goods or service of any underwriter. In order to avoid "promoting," announcements made regarding entities who have furnished some consideration must not include any: mention of price information, interest rate, discount, savings, or value of any kind; call to action regarding a company such as suggest the viewer "call," "come by," "try," or even "be sure" in relation to a product or service; inducements to buy a product or service; qualitative or comparative language describing a product or service such as language something is, “the best”, "largest," "smallest," or "most" anything.
