Purpose
The Unified Government's Housing Enhancement Loan Program (HELP) is designed to assist homeowners upgrade major systems in their homes to comply with current Unified Government building codes.

Rehabilitation costs may include work items in the above categories and demolition of existing structures. Refinancing of outstanding mortgages may occur when necessary to reduce the overall housing costs to the applicant and make the housing more affordable. The maximum loan, including refinance, may not exceed $25,000. Housing expenses to income are not to exceed 30% and the total debt is not to exceed 40% of the gross household income. Up to 20% of the rehab cost may include general property improvements of a non-luxury nature after all code violations have been eliminated and the borrower can afford such items.
