contractProcurement and Contract Compliance administers the Unified Government's centralized purchasing system. Procurement is responsible for developing bid specifications jointly with city and county departments, obtaining bids through advertising and direct solicitation, establishing and monitoring price agreement contracts, and issuing purchase orders. Procurement maintains the register of professional and personal services consultants who are interested in working with the Unified Government.

Procurement in coordination with the Supplier Diversity Coordinator maintains a register of M/WBE companies in efforts to facilitate M/WBE participation in the procurement process. The Supplier Diversity Coordinator is responsible for the ongoing development and implementation of the UG’s Minority and Women-owned Business Enterprise (M/WBE) programs through Outreach and Assistance, Contract Compliance, and Audit Verification.

The mission of the Unified Government Procurement and Contract Compliance Department is to deliver on a timely basis the best value product or service to the customer, while maintaining the public's trust and fulfilling public policy objectives. Participants in the procurement process should work together as a team and should be empowered to make decisions within their area of responsibility.

The Unified Government Procurement Department has been established to administer the procurement process on behalf of the city and county. Its responsibilities include:

  • Acquisition of supplies, materials, equipment & services required by all city and county departments
  • Administration of the City's Minority / Women Business Enterprise (M?WBE) Program.
  • Satisfying the customer in terms of cost, quality and timeliness of the delivered product or service by:
  1. Maximizing the use of commercial products or services
  2. Use contractors that have a track record of successful past performance or who demonstrate a current superior ability to perform and
  3. Promote competition
  • Minimizing administrative operating costs
  • Conducting business with integrity, fairness and openness; and
  • Fulfilling public policy objectives
