Project Scope

The Water Pollution Control Division of the Public Works Department is soliciting proposals for the selection of a Cloud/SaaS/Offeror Hosted comprehensive and integrated Industrial Pretreatment and Fats, Oils, Grease Management software solution that meets the functional and technical requirements outlined in this RFP. In addition, the Offeror should be able to provide professional services to design, implement, test, convert or migrate data, train end-users and provide go-live support for the selected solution. The Offeror should also assist in development, testing and support of all required interfaces to/from the selected solution. The UG currently has 357 FOG Facilities with permits and 57 permitted IP facilities. However, the UG prefers a software solution that will be able to accommodate increases related to the number of permitted facilities in each category.

The goal of this project is to have a fully functioning software solution for the Water Pollution Control Division. The final solution should include system design, system configuration, interface development, process definition and workflow, automated forms, electronic signatures, standard reports, dashboards, end-user training, modular testing, unit testing, system testing and go-live support.

Offerors providing such services must meet the requirements, as specified herein. The Offeror awarded the contract will be expected to provide the Water Pollution Control Division a solution that will include, but not be limited to, the following:

  • Track information for multiple types of regulatory controls for federal, state and local Clean Water Act programs 
  • Track multiple types of requirements such as monitoring with associated limits or benchmarks, Best Management Practices (BMPs), notifications, reporting, and certifications.
  • CROMERR compliant/ready
  • Track scheduling and performance of industrial pretreatment activities.
  • Track regulatory violations and enforcement actions.
  • Automatically access data from the Unified Government’s Laboratory Information Management System (LIMS).
  • Ability for industrial user access and permissions
  • Solution that is customizable to local requirements
  • Track basic information for companies on the Fats, Oils, and Grease program
  • Mobile inspection friendly
  • Ability for Food Service Establishments (FSE) to register online
  • FSE risk classification
  • Ability to issue enforcements from the field.
  • Solution that will allow the division to digitize the inspection processes
  • Real time data updates
  • Solution will allow various levels of security and/or roles-based permissions
  • Solution will be able to be viewed and operated on mobile devices with connectivity
  • Solution includes a workflow engine or automated workflows that integrate and interact through all modules for the duration of the case.
