County Administrator Names Monica Sparks UG Clerk

County Administrator David W. Johnston has appointed Monica L. Sparks as the Unified Government of Wyandotte County and Kansas City, KS Clerk, effective immediately.
Sparks joined the Unified Government in 2012, spending her entire tenure with the Clerk's Office. From the mail room to Commission Chambers, Sparks has served in multiple roles, learning the intricacies and requirements of the department. Although not an original Dotte, Sparks moved to Wyandotte County in the late 80's from her hometown of Leavenworth, Kansas, and has made Wyandotte her home ever since.
Sparks professional career started in private practice as a paralegal with a local law firm named after the former Mayor Joe McDowell. She spent 15 years as a “fed” working for the U.S. Bankruptcy Court for the District of Kansas and worked with bankruptcy trustees on both sides of the state line. Sparks is a published author co-writing a chapter for the Kansas Bar Association related to bankruptcy filings for attorneys.
Sparks is highly regarded for her professionalism and commitment to customer service. As interim Clerk, she has worked to improve internal systems and community access to our services while looking ahead to the future needs of the UG and community.
"The UG Clerk's Office is small, but mighty and I am humbled and proud to lead the office," said Sparks. "We are the heartbeat of the organization and will continue to look for improvements through technology and collaboration to provide a healthy, strong resource for all of our UG and community partners."
Sparks is dedicated to her rock in life - her family consisting of her husband of 35 years, her daughter and son (who introduced her to her love of the Kansas City Chiefs), and her five beautiful, smart, spoiled grandchildren. Each year, Sparks crochets 100 hats for the Human Services Department to distribute to the community and sewed masks for UG staff during the COVID crisis.
“As interim Clerk, Monica has led the charge to improve department operations such as expanding access to our senior tax rebate program, introducing customer service training for staff, and streamlining the public meeting processes. She really cares about doing a great job as the UG Clerk. We all enjoy her commitment to excellent public service. I am sure she will do a great job. Congratulations!” said County Administrator David Johnston.
The Clerk's Office
The Clerk maintains the official records of the city and county government and facilitates the lawful convening of our elected officials. In addition, the Clerk maintains the record of assessments and special assessments for the city and county, an important part of an accurate taxation system. The Unified Government Clerk's Office also processes applications for the tax rebate program each year, among other functions.
