The Unified Government (UG) is planning mobility improvements to the 6th Street and Armstrong Avenue Corridors. Improvements include traffic and pedestrian safety enhancements, and a two-way, on-street bicycle path. The project will be constructed in two phases.

Project Location
The first phase of the project is from 6th Street to 4th Street along Armstrong Avenue, and along 6th Street from Armstrong to Ann Avenue. The second phase of the project is along 6th Street from Ann to Central Avenue.

Phase 1
Phase 1 includes ADA, sidewalk, signing and marking upgrades and additional maintenance to the 6th Street & Armstrong Avenue Corridors. This phase is funded by the Department of Housing and Urban Development and construction is expected to begin in 2026.

Phase 2
Phase 2 will include the same improvements plus a two-way, on-street bicycle path on the west side of 6th Street between Ann Avenue and Riverview/6th Street Trafficway, which will reduce on-street parking. The bicycle path is required to obtain grant funding for this project. This phase also includes reverse angle parking on Orchard Avenue. Do you live on or near this area? How is the Project Funded

The first phase of the project is funded by the Department of Housing and Urban Development (HUD). The second phase received a $3 million grant and would require $850,000 in local funding. Collectively, these projects have $1.5 million in HUD funding, $3 million in Surface Transportation Block Grant grant funding, and $850,000 in local funding to cover both Phase 1 and Phase 2.

When Does Construction Begin and End?

Phase 1 construction is scheduled to begin and end in 2026. Construction for Phase 2is scheduled for 2028.

Will there be Road Closures During Construction?

Road closures are not expected.

Why is this Project Taking Place?

The improvements are being made to provide safer travel for drivers, walkers, riders and bikers. This project will provide needed upgrades and maintenance to transportation infrastructure.

Who is the Project Contractor?

The project is currently being designed by Burns & McDonnell. The construction contract has not gone out to bid yet, so a construction contractor has not been selected.

Previous Outreach & Engagement

The UG hosted an open house information session on Tuesday, September 17, 2024, at the KCK Main Branch Public Library to share details of the planned improvements for 6th Street and Armstrong Avenue.

A follow-up survey was launched in July 2025 to gather additional feedback after the first round of engagement. While most respondents supported the overall improvements, the proposed on-street bicycle path raised concerns about parking loss along 6th Street. It also became clear that not all respondents were aware that the bicycle path is a required element to secure $3 million in federal grant funding for the project.

A second survey is available now and is intended to clarify the funding requirement and gauge whether residents and businesses support moving forward with the full set of improvements under those conditions.
