Construction of a new recreation trail is planned for northeast Kansas City, Kansas, with the goal of offering a safe, accessible route for walking and biking. The trail will run from Kaw Point to Jersey Creek, passing near Juniper Gardens and the Somali Bantu Community Garden, and will follow the west side of 3^rd Street between Minnesota Avenue and New Jersey Avenue.

This phase of the Northeast KCK Heritage Trail was recommended by a 2022 study that incorporated community feedback. To learn more, read the Northeast KCK Heritage Trail Final Plan(PDF, 35MB). In addition to the concrete trail itself, the work includes upgrading driveways and curbs, installing air quality monitoring units, and placing new stormwater sewer piping with inlets and manholes. Once complete, it will create a dedicated path for local residents who want to travel on foot or by bicycle, safely separated from motor vehicle traffic.

Funding for this project comes in part from the Carbon Reduction Program, which is administered through the Mid-America Regional Council. A federal grant will cover 80 percent of construction and inspection costs, up to a total of $1.2 million. The Unified Government (UG) is responsible for the remaining expenses. Because of federal funding, the Kansas Department of Transportation (KDOT) will manage the bidding process and oversee construction in partnership with the Unified Government. Bidding for the project will open on September 17, 2025, and construction is likely to begin and conclude in the spring or summer of 2026. The chosen contractor will provide a detailed work schedule after the project is awarded.

The new trail will not interfere with semi-truck mobility or their turning movements in commercial areas.

Is this Design Appropriate for a 30 mph road?

Yes. The trail will have a 2-foot curb and gutter plus a 5-foot greenspace buffer, making it safe alongside a 30 mph corridor.

Will there be any property acquisitions?

No. All work will be done on UG property or within the public right-of-way, so no private property is needed.

Who is the Contractor?

A general contractor has not been selected yet. KDOT will choose one through a competitive bidding process and work with the UG to oversee construction.
