4th & Minnesota Redevelopment Proposal to be Presented on April 29th

A reimagined gateway into Downtown KCK that will transform our skyline and bring new amenities to our urban core.

Kansas City, KS - On Monday, April 29 at 5PM, the Unified Government of Wyandotte County and Kansas City, KS (UG) Economic Development & Finance Standing Committee will hear an initial presentation of the selected redevelopment proposal for the UG-site owned at Fourth and Minnesota Avenue in Downtown KCK. This will be the first time the selected proposal will be publicly available and is the first site to reach this milestone as part of the KCK Redevelopment Initiative.

The development team, led by Flaherty & Collins Properties, will be presenting their proposal to the Standing Committee and explain various aspects as conceived for the project.

“The vision for this project is to develop a statement piece for Downtown KCK where people can live, shop, dine and be entertained,” said David Wingerson, Developer with Flaherty & Collins. “The Development of Fourth and Minnesota will be a catalyst for additional growth Downtown and we are excited about the opportunity to deliver such an impactful project to the Downtown KCK community.

The proposal envisions two phases which includes new residential units, commercial space, and indoor and outdoor amenity spaces at this key gateway site into Downtown KCK. The project team consists of Flaherty & Collins, KEM Studios (Architect), Land3 (Landscape Architect), FSC (MEP Engineer) and BHC (Civil Engineer). The public is invited to attend the presentation to hear more about the project proposal and see preliminary renderings of the development.

“This redevelopment proposal illustrates the initial success of the RFQ/RFP process to redefine community development in KCK,” said Gunnar Hand, Director of Planning + Urban Design. “From the new sidewalk and trails connections to the Kansas River, reintroducing the historic street grid, creating a semi-permanent location for the farmer’s market and a new privately-owned public open space, the project delivers on identified public improvements.”

Background on the KCK Redevelopment Initiative

Last spring, the UG launched an RFQ/RFP process for the redevelopment of three UG-owned sites. Through the RFP process, developers expressed interest in both the former Indian Springs Mall Site and Fourth and Minnesota Ave. There was no expression of interest in the 18th/Quindaro site. Following the RFQ process which created a shortlist of developers, local partners and subconsultants, the UG hosted community engagement in partnership with the Downtown Shareholders in October 2023 to discuss potential development types and amenities for the downtown site. The request for proposals closed on February 20, 2024, and this presentation will showcase the selected proposal.

Public Participation to Continue

In addition to tuning in virtually or attending the April 29 standing committee meeting in-person, there will be opportunities in the future to provide public input on the proposed development. This is the first step of the redevelopment process which will include steps to obtain land entitlements and to formalize a development agreement – both of which are public processes.

The public is invited to attend this meeting in-person or remotely via Zoom. The meetings will be also broadcasted live via the UG YouTube page and UGTV- channel 2 spectrum cable channel.
