Public Works Releases Ambitious 2025–2027 Strategic Plan

The Unified Government’s Public Works Department has released its 2025–2027 Strategic Plan, a forward-looking guide that outlines the department’s goals and priorities for the next three years. The plan reflects team members’ input from across the organization and, for the first time, includes strategic plans developed by each of Public Works’ seven divisions.

Each division’s plan aligns with the broader Public Works Strategic Plan, which supports the Governing Body’s Strategic Priorities. This integrated approach allows each team to focus on its specific responsibilities while working toward shared outcomes that reflect the direction set by elected officials.

“This plan is about more than maintaining infrastructure. It’s about building a stronger department that delivers consistent, meaningful results for the community,” said Public Works Director Troy Shaw. “We are proud to move forward with clear goals, shared values, and a culture of accountability.”

The department-wide plan is centered on three outcomes: building public trust, creating sustainable systems for delivering services, and fostering a culture of excellence. It emphasizes data-informed decisions, strong customer service, and investment in team development. Division highlights include:

  • Asset Management is expanding access to open data and improving the accuracy and consistency of its digital tools and mapping.
  • Engineering is focused on improving transparency, documenting success, and enhancing public engagement around infrastructure projects.
  • Environmental Services is prioritizing regulatory compliance, sewer system resilience, and outreach to help residents understand how everyday habits impact local waterways.
  • Fleet Services is reducing operational costs by repurposing parts and launching hands-on driver education for Unified Government staff.
  • GeoSpatial Services is upgrading software systems, improving customer service, and modernizing land records workflows in partnership with other departments.
  • Solid Waste Management is working to increase recycling and route efficiency, while also strengthening community partnerships and customer communications.
  • Street Maintenance is implementing GPS-based tracking during winter operations and developing new leadership training opportunities.

Although the plan is a living document and may be updated moving forward, a formal review will occur in late 2027 in accordance with best practices established by the American Public Works Association.
