County Administrator David Johnston Presents 2026 Proposed Budget

Kansas City, KS – On August 7, 2025, County Administrator David Johnston presented the 2026 Proposed City and County Budgets for adoption consideration during the 7 PM Full Commission meeting.

Each year, the County Administrator works to create a proposed balance budget to be considered for adoption by the Full Commission. This year Administrator Johnston worked closely with the Budget and Finance Departments, as well as all UG Departments to achieve budget recommendations that would commit to the four outlined Commission priorities.

During Johnston’s presentation, he discussed the following key budget highlights for 2026:

  • Residential 1% PILOT decrease ($1.2M)
  • Instilling fiscal discipline 
  • Moving away from the personnel trend 
  • Prioritized Employees - No layoffs (Froze positions)
  • City & county maximum mill levy includes additional 3 mills (Resolution no. 58-25 July 16)
  • City & county proposed budgets include a 2 mill increase
  • High community survey priority
  • Adhering to debt strategy passed by the commission last year
  • Westside Development, Communitywide Benefits (One-time TIF Revenue from Speedway Plaza funding over $7M of infrastructure projects)

As budget discussions progress, community members and members of the media are invited to tune in to the remaining budget workshops.

  • County Administrator Presented 2025 Proposed Budget August 7, 2025, at 7pm in the Commission Chambers of the Municipal Building.
  • Budget Workshop – August 14, 2025, at 5pm to be held in the 5th Floor Conference Room of the Municipal Building
  • Budget Workshop - August 21, 2024, at 5pm to be held in the 5th Floor Conference Room of the Municipal Building
  • Budget Public Hearing - August 26, 2025, at 5pm in the Commission Chambers of the Municipal Building
  • Commission Budget Adoption Date - August 28, 2025, at 7 PM in the Commission Chambers of the Municipal Building.
